Issue
Security Hiearchy field is not visible in Purchasing Options form

Root Cause of the Issue
1. The Document Types 'security level' has not been setup to 'Hierarchy'.
2. 'Use Approval Hierarchy' options has not been enabled in 'Financial Options'.

How to reproduce the issue?
Navigate to Purchasing responsibility > Setup > Organizations > Purchasing Options

Solution
1. Navigate to Purchasing responsibility > Setup > Organizations > Financial Options
2. Enable 'Use Approval Hierarchy' options
3. Navigate to Purchasing responsibility > Setup > Purchasing > Document Types
4. Choose Document Type 'Purchase Order Standard' > go to field 'security level' > choose 'Hierarchy'
5. Now go back Purchasing responsibility > Setup > Organizations > Purchasing Options, and 'Security Hiearchy' field will appear
