Resolution

1. Make sure that the GL Period has been opened in Projects.

2. Go to Projects > Setups > System > GL Periods

3. Query the OU and Open the Period. Save

4. Retry running the program 'PRC: Generate Draft Revenue for a Single Project', and this time it should complete in normal.
