Follow the below steps to download Oracle EBS Release 12.2.3 upgrade patches.
1. Login to support.oracle.com
2. Navigate to Patches & Updates tab
3. Search and download following two patches:
- Oracle E-Business Suite Release 12.2.3 Patch 17020683, and
- Oracle E-Business Suite Release 12.2.3 Online Help Patch 17020685
