Issue

Getting error when trying to create RFI Response through Sourcing Supplier responsibility. Any help will be greatly appreciated since I am unable to proceed with RFI/RFx process flow.

Steps to Reproduce

1. Go to Supplier Management Administrator > Create RFI with any Style.
2. Add RFI Lines, Line Attributes
3. Invite Suppliers and publish it.
4. Log in as Supplier with 'Sourcing Supplier' > Sourcing > Sourcing Home Page > Click on RFI Link
5. Now go to 'Actions' > Acknowledge Participation
6. Now go to 'Actions' > Create Response
7. Error comes

Cause and Investigation Done

1. Package "APPS.PON_BID_DEFAULTING_PKG" was calling pon_contracts table at line 4297. This was to validate whether the Terms & Conditions form should be displayed to Supplier before creating a Response.

2. Table 'PON_CONTRACTS' stores the contract information such as Terms and Conditions that the negotiation owner would like a participant to accept.

3. When I checked it from the front end, the T&C values were not set for the Operating Unit I was working in. Since there was no value setup, package "APPS.PON_BID_DEFAULTING_PKG" was throwing error "ORA-01403: no data found"

Solution

To implement the solution, follow the below mentioned steps:
1. Go the Operating Unit in which Supplier is trying to create a Response to RFx (RFI or RFQ)
2. Go to Sourcing Super User responsibility > Sourcing > Sourcing Home Page
3. Go to tab Administration > click on link "Setup Negotiation Terms and Conditions"
4. Hit button "Create Terms and Conditions"
5. Select Scope = Operating Unit, and Operating Unit name
6. Add the Terms & Conditions and select from one of the three options displayed there
- Before supplier user creates the first response for each negotiation
- Before supplier user accesses each negotiation for the first time
- Never
7. Apply and Save changes
8. Now login as 'Sourcing Supplier' responsibility > Open Negotiation > Create Response
9. The error will not come anymore and Supplier will be able to create the response
